Gail Maclean, Head of Colleague Relations and Culture at NHS Property Services Ltd

Gail Maclean is Head of Colleague Relations and Culture at NHS Property Services and a Chartered Fellow of the CIPD. A forward-looking people leader, she is shaping colleague relations strategy across NHS Property Services (NHSPS), a government-owned company supporting more than 3,000 NHS properties across England and around 6,000 colleagues.

With more than 30 years’ experience across public and private sector organisations, Gail leads work that brings together employment law, colleague relations, culture, policy, governance, and risk. She works with senior leaders, boards and trade unions on complex people matters, helping organisations make decisions that are legally sound, commercially grounded and aligned to their values.

At a time when employment relations are moving from technical compliance to strategic organisational leadership, Gail offers a practical and forward-looking perspective on how employers can build trust, strengthen culture, and prepare confidently for the future world of work. Her work focuses on building fair, resilient and values-led employment practices that enable organisations to respond confidently to legislative, cultural and workforce change.

Before joining NHSPS, Gail held senior leadership roles at Sainsbury’s Group, supporting retail, logistics and financial services across the UK, Republic of Ireland and Asia. During her time at NHSPS she led the team recognised as the CIPD People Management Awards Best HR Team in the Public Sector winner for 2025 and brings practical, engaging, and strategic insight to discussions on the future of employment relations.
