Raj is the director for Referencing and Vetting at the Metropolitan Police, where he is responsible for delivery of vetting, disclosure, and police national computer (PNC) services.

Prior to joining the Met, Raj spent 17 years at the Home Office. His roles there included, at Heathrow Airport, Deputy Director for anti-smuggling and counter proliferation, with responsibility for the processing of 70% of the UK's air freight with a £100bn trade value; Deputy Director for strategy, planning, and change; and operational commander for Terminals 4 and 5. He also worked in a range of other project, policy, and private office roles; and in his most recent role, was responsible for leading workforce reform and modernisation. In 2022, he was seconded to the leading think tank Institute for Government, leading research on government and justice reforms.

Raj read economics at university and is an alumnus of the business schools of both Oxford and Cambridge Universities. He is a serving magistrate and lives in London with his wife and sons.
